There is a particular kind of dread that comes with an unopened electricity bill in summer. Estimating it in advance removes that uncertainty — it lets you plan your budget, catch a billing error before you pay, and understand exactly which appliances are driving your cost. The catch is that an electricity bill in Pakistan is never simply "units × one rate." Understanding the components is what makes an estimate accurate.
Step 1: Count Your Units
Your bill is built on units consumed, measured in kilowatt-hours (kWh). To find your usage, read your meter at the start and end of the month — the difference is your consumption for that period. If you read your meter today and again in 30 days, you will know your monthly units before the bill is even generated.
Step 2: Understand the Slab System
This is the single most important concept, and the reason bills jump unexpectedly. Pakistan's residential electricity tariff, set by NEPRA, is a slab-based progressive system: the more you consume, the higher the per-unit rate. The first block of units is cheapest, and each higher block costs more per unit.
The trap is that in several slab structures, crossing into a higher slab applies the higher rate to a large portion of your usage — not just the units above the threshold. This is why using slightly more can cost disproportionately more. A household sitting comfortably in a low slab through winter can leap into a much more expensive tier in summer when an air conditioner runs all day.
The standard residential slabs typically break around 100, 200, 300, and 700 units, but the exact breakpoints and per-unit rates are revised periodically by NEPRA. Always confirm the current tariff on NEPRA's or MEPCO's official schedule before relying on specific figures.
Step 3: Add the Other Charges
The energy charge (units × slab rate) is only part of the bill. To estimate accurately, add:
Fixed charges — a flat monthly amount based on your connection type, charged regardless of consumption.
Fuel Price Adjustment (FPA) — a variable per-unit charge that changes every month based on the actual cost of generating power. It can be positive or occasionally negative, and it is why identical unit consumption produces different bills in different months.
Quarterly Tariff Adjustment — periodic adjustments recovered over a three-month cycle, which make some quarterly bills noticeably heavier.
Taxes and levies — GST, electricity duty, a TV licence fee, and other government surcharges applied to the subtotal.
Add these to your energy charge and you have a realistic estimate of the amount due.
Which Appliances Drive Your MEPCO Bill
Understanding usage helps you control which slab you land in. Air conditioners dominate — a single 1.5-ton AC running 8 hours a day can consume 360–540 units across a month on its own, easily pushing a household into a higher slab. Water heaters and geysers are the next biggest draw in winter. An old refrigerator with a failing compressor runs continuously and quietly inflates the bill. Irons and washing machines draw heavily but briefly. LED lights, fans, and chargers are minor by comparison.
Reducing AC hours by an hour or two a day, switching to an inverter AC, and replacing an ageing fridge are the interventions that actually move your slab and your bill.
Step 4: Check the Actual Bill and Compare
Once you have your estimate, confirm the real figure using the MEPCO bill tool. Enter your reference number and the current bill shows the exact amount due, the units billed, and the due date. Compare the units billed against your own meter reading — if the billed figure is far higher than your reading, that is grounds to raise a dispute with MEPCO.
