NTN Verification: How to Become a Filer 2026

This is the most common source of confusion for first-time taxpayers in Pakistan. People assume that getting an NTN automatically makes them a filer. It does not.

An NTN — National Tax Number — is your unique tax identity. For individuals, your 13-digit CNIC number becomes your NTN once you register on the IRIS portal. Getting an NTN is Step 1.

Filer status — appearing on FBR's Active Taxpayer List — comes from Step 2: filing your annual income tax return. You must do both. The NTN opens the door; the filed return is what puts you on the ATL and unlocks the financial benefits.

This guide takes you through both steps, from scratch.
 

Why Bother? The Real Benefits of Being a Filer

The financial difference between a filer and non-filer in Pakistan is not marginal. It is a consistently better deal on a long list of major transactions:

Property: Filers pay significantly lower capital gains tax and withholding tax on property purchases and sales. On a multi-million-rupee transaction, the difference can run into hundreds of thousands of rupees.

Vehicles: Lower withholding tax on vehicle registration and transfer. The savings on a new car purchase are immediate and visible.

Banking: Lower withholding tax on prize bond winnings, profit on savings accounts, and large cash withdrawals.

Business: Access to government contracts, export licences, and business registration processes that require filer status.

No notices and penalties: Filing on time keeps you off FBR's radar for non-compliance notices, penalties, and the growing list of restrictions FBR is placing on non-filers including SIM card deactivation.

Zero-income individuals can file a nil return — it costs nothing and costs far less than the alternative.
 

What You Need Before You Start

Gather these before opening the IRIS portal:

Your original CNIC, an active Pakistani mobile number linked to your CNIC (for OTP verification), a working email address, your bank IBAN number (mandatory for the registration form), a utility bill for your residential address, and your basic income details — salary slips, business income, or for a nil return, simply the knowledge that your declared income is zero.
 

Step 1: Register on FBR IRIS and Get Your NTN

Go to: iris.fbr.gov.pk

Step 1: On the IRIS homepage, click "Registration for Unregistered Person."

Step 2: Enter your 13-digit CNIC number and the on-screen captcha, then click Submit.

Step 3: A PIN code will be sent to your CNIC-linked mobile number. Enter this PIN to verify your identity.

Step 4: Fill in your personal details — full name as on CNIC, residential address, email address, phone number, and income source category (salaried, business, or other).

Step 5: Create a strong password for your IRIS account and note it down safely.

Step 6: In the Drafts section after login, open Form 181 — the Application for Registration. Complete all tabs: Personal (CNIC details, contact info, address), Property (utility bill reference for your address), Business (if applicable — nature of business, activity code, address), and Bank Account (IBAN, bank name).

Step 7: Review everything carefully. Incorrect information delays approval. Once submitted, corrections require contacting FBR.

Step 8: Submit. FBR processes the application within one to two working days. You receive email confirmation, and your NTN — which for individuals is your 13-digit CNIC — is activated in the system.

The entire registration is free of charge and takes approximately 20 to 30 minutes.
 

Step 2: File Your Income Tax Return

Having an NTN is not enough. You become a filer — and appear on the ATL — only after filing your return.

Log in to iris.fbr.gov.pk with your CNIC and the password you created.

Navigate to the Declaration section and select the relevant income tax return form. For salaried individuals it is typically Form 114(I). For business income, the relevant form differs.

Declare your income: Enter your salary figures from your employer's withholding certificate (Form 16 from your employer), or business income from your own accounts. If your income is below the taxable threshold or zero, file a nil return — declare zero income and submit.

Calculate and pay any tax due: If your income exceeds the taxable threshold, calculate the tax payable. Pay through FBR's e-payment system via internet banking or at any authorised bank branch, generating a CPR (Computerised Payment Receipt).

Submit the return. After submission, FBR processes it and your name is added to the ATL at the next scheduled update. The standard filing deadline is 30 September for the previous tax year, though FBR frequently grants extensions — check fbr.gov.pk for the current deadline.
 

Verify Your Filer Status After Filing

After filing, confirm your ATL status through any of these routes:

SMS: Send your CNIC number to 9966 — the reply confirms Active or Inactive.

FBR Portal: Visit fbr.gov.pk → Online Verification → Active Taxpayer List → enter CNIC.

DB Center: Use the taxpayer verification tool — enter your CNIC and the result appears instantly.

IRIS: Log into iris.fbr.gov.pk — your ATL status shows on the main profile page.

Allow one to two weeks after filing for the status to update. The ATL refreshes on a regular schedule, not in real time.
 

What If You Missed the Deadline?

Late filers are not out of options. You can still file after the deadline and pay the ATL surcharge — PKR 1,000 for individuals — to get added to the ATL outside the regular window. A late filing penalty of PKR 1,000 per day of default also applies, with a minimum of PKR 10,000 for individuals. The surcharge and penalties make late filing more expensive but not prohibitive — and getting on the ATL even late is far better than staying off it.
 

For Overseas Pakistanis

The entire NTN registration and return-filing process is available online through IRIS. Overseas Pakistanis can register using their NICOP number in place of a CNIC, and the portal accommodates verification via email OTP where a Pakistani mobile number is not available. Foreign earnings remitted through official banking channels are not taxable income in Pakistan — registering simply establishes your tax identity and protects you from non-filer surcharges on local transactions like property purchases.
